This class examines how claims-makers and moral entrepreneurs attempt to convince law makers, media outlets and the public to criminalize or decriminalize different behaviours. It focuses on the rhetorical strategies used to persuade people to care about certain issues and examines why some behaviours that were once unproblematic became criminalized and vice versa. <br>
